The system is not able to review my payment information while logging to apple account

You can try to access your information via https://appleid.apple.com and — if access to your AppleID is available via that site — correct the issues or settings there.
If you cannot access that information or have other issues related to your AppleID and payment information, please contact the folks at Apple directly.
